Synthesis Essay

Summary of Anderson

According to Anderson, the contributing factor to water management problems in countries has been the bureaucracies in policies regarding ownership of water supply systems. He explains that, in most cases, the people who depend on water supply usually take advantage of the low income communities overcharging them without providing adequate allocations. The author proposes a change in policies related to water supply management to ensure that water markets deliver water without considering the profitability associated with its delivery. He explains that if bureaucracies are not eliminated, people will continue experiencing the problem of water allocation in the 21st century.

Response to Anderson

According to Anderson’s views, water allocation authorities of various countries have contributed partly towards the water crisis in the areas where water supply is necessary. Despite people having the right to be provided with water, some authorities have taken advantage of the vulnerability of consumers to overcharge them for the supply of water thus making the cost of access to water too high for the poor consumers. Bureaucracy is a condition that can affect a number of activities that require immediate course of action such as water delivery to the consumers. Thus, the view of Anderson that bureaucracy has contributed to this problem is acceptable.

Summary of Hauter

According to the views of Hauter, the main contributing factor to water management crisis is the inability of the authorities to manage costs associated with supply of water to the consumers as well as other related costs. She explains that most municipalities that have opted to privatize water upgrading systems have not been successful, because privatized water management systems are associated with high costs. Consequently, most water supply projects have failed, and consumers have not been able to access clean and safe drinking water. In order to solve this crisis, she proposes cost cutting through internal management systems with the focus on competent staffing, use of self-directed work teams, and utilization of the new technology.

Response to Hauter

The views expressed by Hauter are important in terms of water management process. This is because if costs of water supply to the communities are not properly managed, high expenses are involved which lead to overspending. Consequently, there can be inadequate funds for continuous management of the water supply systems. This can result into no supply of water to consumers. The cost-cutting through internal management suggested by Hauter is a better solution to the problem of water services management. This is because it will be possible to have more competent staffs able to manage funds allocated for water supply management. Thus, the activities of water supply will continue due to the ability to raise funds for its management.

Conclusion and the Selected Opinion

Based on a comparison between the views of Anderson and Hauter, it would be reasonable to consider the views of Hauter as the most serious factors contributing to water crisis in the world. This is because the costs associated with privatization of water supply are not properly managed. This has a great impact on the supply of water to the people. The solutions suggested by Hauter are also feasible. For instance, training of staff in the water supply companies will ensure they are competent to control expenditures in water supply to consumers. Consequently, the companies will be able to meet their operation costs and subsequent funding. This leads to the conclusion that in order to overcome the current water crisis, it is necessary to ensure costs associated with water supply are controlled by employing competent staffs and applying new technologies.
