Thanks for your questions“How much earning can an international student make per hour in Oslo, Norway, by working in bars, cafes or restaurants“?
I think this questions cafes or restaurants is very important for all like yours. Here I’m trying to give your answers in brief.

As per the tariff between the trade union and the hotel and restaurant trade, the current hourly rate for an employee without formal qualifications is NOK 156,64 per hour before taxes.

If you choose an employer with no collective bargaining agreement, you may of course earn less (or more).
After taxes, you will probably make around NOK 100/hour.

Also note that as a non-EU student, you need to apply for and obtain a work permit. The rules around work permits for students have changed recently, and I am not up-to-date on the current regulations.
